The National Crop Insurance Portal’s DigiClaim for claim settlement

Under the umbrella of Pradhan Mantri Fasal Bima Yojana, the Union Minister of Agriculture and Farmers Welfare introduced the electronic claim settlement module known as DigiClaim for the National Crop Insurance Portal (PMFBY).

Claim payments will now be made electronically, which will be advantageous to the individual farmers in each of the six states. To make life easier for all insured farmers and give them a steady stream of money and support, the automated claim settlement process will now be a continuous activity.

On March 23, 2023, insured farmers in the states of Rajasthan, Uttar Pradesh, Himachal Pradesh, Chhattisgarh, Uttarakhand, and Haryana received insurance claims worth Rs 1260.35 crore with the launch of a DigiClaim Module.

The procedure will continue as and when the claims are released. The Union Minister further stated that the PMFBY-insured farmers had received a total of Rs. 1.32 lakh crore in claim payments. The ongoing “Meri Policy, Mere Haath” campaign caught his attention, and he noted how important it has been in raising public knowledge of PMFBY at the grassroots level.

Shri Tomar said that the Indian government is in close contact with all states that had withdrawn from the program and has held talks with their top officials. He cited the cases of Andhra Pradesh and Punjab rejoining the program as a shining example of corporative federalism.

Inquiries for joining PMFBY have also been made to the governments of Telangana, Gujarat, Bihar, West Bengal, and Jharkhand. Discussions are also ongoing. Telangana and Jharkhand have expressed a willingness to rejoin PMFBY among these states.

The existing system has seen a number of cases of delayed claims from insured farmers for a variety of reasons. The DigiClaim Module was developed by the Ministry of Agriculture and Farmer’s Welfare with consideration for farmers’ welfare and to speed up the claim disbursal process for legitimate crop loss claims.

With this, farmers’ claims will now be processed transparently and responsibly and sent straight to their individual bank accounts. The National Crop Insurance Portal (NCIP) and Public Financial Management System interface have made this technology possible (PFMS).

The claim reversal ratio, which is anticipated to decline with DigiClaim, would be directly impacted by this. Farmers will be able to track the claim settlement process on their mobile phones in real time and take advantage of the scheme’s benefits, which is another significant aspect of this technological innovation.

The Union Secretary also urged state governments to join in on this effort by promptly uploading yield data to the crop insurance portal and releasing the states’ share so that claims could be made and deposits made to farmers’ bank accounts without delay, helping the Ministry fulfill its original intent in developing this technology.

This technological development has helped PMFBY move closer to modernizing the program. This is in keeping with Prime Minister Modi’s goal of transforming India into a digital powerhouse by fostering an Ease of Living for farmers.

Digitization and technology are playing a vital role in expanding the reach and operations of PMFBY with precision agriculture in the era of rapid innovation. In recent years, a number of cutting-edge technologies, including Yes-Tech, WINDS, and CROPIC, have been tested and integrated into the program to improve the accuracy of crop loss assessment and yield estimation.

In addition, the Farmer Complaints Portal was introduced in the state of Chhattisgarh in the first phase for the purpose of promptly resolving farmers’ problems. This initiative has gotten a tremendous amount of good feedback, and in the second phase, it will be expanded to the entire nation.
